Celcionna Volluz
Support Specialist

Celcionna is a dedicated Support Specialist at the South Coast Regional Early Learning Hub, where she leverages a strong foundation in psychology and a passion for early childhood education to support educators, families, and community partners.

With a bachelor’s degree in psychology from Southern Virginia University, Celcionna built a strong foundation in human behavior, learning theories, and developmental psychology. She is currently pursuing a master’s degree in clinical counseling, deepening her expertise in therapeutic interventions, family dynamics, and mental health support for young children and their caregivers.

Over the past decade, Celcionna has traveled extensively, working with families from diverse cultural and socioeconomic backgrounds. These global experiences have sharpened her cultural competence and reinforced her belief that early childhood education is most effective when it honors each family’s unique strengths and challenges.  As she progresses in her graduate studies and professional career, she remains passionate about shaping policies and practices that elevate the early learning field and empower the next generation to thrive.

Jessica Porter

Jessica comes from a program development and contract management background, previously working with Oregon Coast Community Action in multiple capacities, including intensive home visiting, as well as program design, implementation, and supervision.

Since 2019, Jessica has led strategic initiatives to support families across the region, including developing, guiding, and monitoring comprehensive plans to establish coordinated enrollment and ensure equitable access to early learning opportunities.

With a bachelor’s degree in Applied Psychology and a master’s in Human Development and Family Science, Jessica has a passion for building community systems to support our children and families. She is grateful and excited to be part of the amazing SCREL team.

Skaidra Scholey Tilley
Strategic Initiatives Coordinator

Skaidra focuses on implementing the Prenatal through Third Grade Alignment project in our communities.

Skaidra initially working at the SCREL Hub as the Regional Coordinator for Home Visiting. Previously, she was the Program Development Director and Recruiting Manager for North Bend Medical Center. She holds an MBA in Sustainable Systems and a BA in Asian Studies from University of Hawaii at Manoa.

She is an advocate for positive change on the South Coast, bringing together non-traditional partners, and applying her organizational leadership development work experience in early learning.
