Every Child Belongs

Every Child Belongs is Oregon’s initiative to help early learning educators keep children in care by offering timely, responsive support when challenges arise.
Caring for groups of children is meaningful but hard work. It is normal to need a little extra support from time to time. It is courageous to reach out for support, and we’re here for you!
How it Works
- Provider Submits ECB Connect Request
- Using ECB Connects, an early care provider requests support related to behavior, routines, environment, development, or well-being.
- Contact within 48hrs
- A welcome consultation will be conducted to gain additional information and provide initial support.
- Support Pathway is Determined
- The ECB team meets to review what supports are available. The provider is offered options, and together we decide on a best fit plan, with the goal of starting services within a week.
- Ongoing Support
- The ECB team meets regularly to review supports and ensure continuity and goodness-of-fit. Supports may be adjusted or added as needed, with provider consent.
Supports Available
A variety of supports are available in, but not limited to, 6 core areas: Technical Assistance, Inclusion Consultation, Mental Health Consultation, Community Resource Connections, Provider Networks & Professional Development

Request ECB Connect Support
If you are an early learning provider and need support with navigating challenging behaviors, keeping children enrolled, finding help when working with young children, or your own wellness, ECB Connect will help you access the right supports. Requests may be submitted at any time and do not require a crisis situation.
